The book is a collection of research papers, mostly by Jordanian contributors. The topics vary. Some look at ideas like genetic algorithms and simulated annealing and how these might be combined for greater efficacy. Another technical paper discusses digital watermarking of images, via using wavelets to decide how to encode the watermark.
In contrast, several papers are at a more qualitative level, like about discovering knowledge channels in learning organisations in Jordan, or the status of Internet banking in south Asia.
So there does appear to be this split in the potential readership. Perhaps this was intended in order to maximise that readership.
However, the list price of $198 does seem somewhat high. Many technical books with similar or more content sell for much less.
